The reform of the electric power sector moves into a new chapter with the enactment of Law No. 15,269/2025, a legal framework that incorporates several topics discussed for years within the Electric Power Sector Modernization agenda. These include the full opening of the free-energy market to low-voltage consumers, the creation of the Supplier of Last Resort (SUI), the redefinition of self-production rules, and the reorganization of sectoral charges with impacts on both generators and consumers.

The new regulatory environment also addresses historical issues such as the treatment of generation curtailment and the renegotiation of hydrological risk (GSF), and assigns new powers to the Brazilian Electricity Regulatory Agency (ANEEL), Electric Energy Commercialization Chamber (CCEE), and Energy Research Office (EPE).

Several provisions of the new law were vetoed, and the congressional process regarding these vetoes is expected to be concluded in early February 2026.
