Paulo Rage is a Partner at Mayer Brown, a major international law firm, based in the Dubai and Rio de Janeiro offices and a member of the Corporate and M&A; Global Energy; Middle East and Africa (MEA) and Latin America (LATAM) practice groups. Paulo has LL.B./J.D., LL.M. and Ph.D. degrees in Law. Paulo is one of the very few lawyers in history to be quadruple-qualified lawyer: UK (England & Wales), UAE (Dubai), EU (Portugal) and Brazil (RJ & MG). He is also considered a “foreign expert” for the Lusophone Africa jurisdictions by major legal rankings. Paulo is fluent in Portuguese, English, Spanish and French.

Energy and Oil & Gas
  • Advised the Angolan National Petroleum and Gas Agency (ANPG) and provided training and capacity building for oil & gas regulatory issues and industry contracts.
  • Advised the Petroleum Regulatory Agency of Mozambique (INP) and provided training and capacity building for analysis and review of LNG and Natural Gas agreements.
  • Advised the National Petroleum Agency of São Tomé and Principe (ANP-STP) with negotiation of seismic and data contracts; and, provided training and capacity building for oil & gas regulatory issues and industry contracts.
  • Advised the Ministry of Mines and Mining Development of Zimbabwe (MMMD) and provided training and capacity building for oil & gas regulatory issues and industry contracts, including the review of the production sharing contract.
  • Advised the Ministry of Mines and Petroleum of Ethiopia (MMP) with negotiation of a natural gas SPA, ensuring that the country could monetize its hydrocarbon resources via fertilizer production and LNG exports.
  • Advised the Ministry of Mineral Resources and Energy of Mozambique (MIREME) and provided training and capacity building for oil & gas regulatory issues and industry contracts.
  • Advised the Angolan National Oil Company and provided training and capacity building for oil & gas regulatory issues and industry contracts, as well as assisting in multiple projects in the UAE, Iraq, Angola and Brazil. 
  • Advised the Mozambican National Oil Company on corporate structuring and strategy for the development of several of its natural gas projects in Mozambique, Singapore and the UAE, combined projects of more than USD 60 billion.
  • Advised the Mozambican National Oil Company in relation to the planning, structuring and negotiation of its subsidiary based in Singapore. The subsidiary is a joint venture with a major trading company and will focus on trading activities of hydrocarbons, including, LNG and other natural gas products from its projects in Mozambique.
