Paulo has LL.B./J.D., LL.M. and Ph.D. (cand.) degrees in Law and corporate entities turn to Paulo Rage for his significant practical experience in complex cross-border projects and M&As. Clients leverage his broad project development skills, from the planning and structuring phase (finance, tax, corporate, regulatory and labor planning) through implementation and divestment phases, mainly in the sectors of energy (oil & gas, power and hydrogen); infrastructure (construction & engineering); mining; and industrial (pharmaceutical and agroindustrial).

  • The Angolan National Petroleum and Gas Agency (ANPG) and provided training and capacity building for oil & gas regulatory issues and industry contracts.
  • The Petroleum Regulatory Agency of Mozambique – Instituto Nacional de Petróleo (INP) and provided training and capacity building for analysis and review of LNG and Natural Gas agreements.
  • The Ministry of Mineral Resources and Energy of Mozambique (MIREME) and provided training and capacity building for oil & gas regulatory issues and industry contracts.
  • The National Petroleum Agency of São Tomé and Principe (ANP-STP) with negotiation of seismic and data contracts; and, provided training and capacity building for oil & gas regulatory issues and industry contracts.
  • The Ministry of Mines, Petroleum, and Natural Gas of Ethiopia with negotiation of a natural gas SPA, ensuring that the country could monetize its hydrocarbon resources via fertilizer production and LNG exports.
  • The Mozambican National Oil Company on corporate structuring and strategy for the development of several of its natural gas projects in Mozambique and abroad, combined projects of more than USD 60 billion.
