Overview

Casey Williams advises clients in the development of complex infrastructure transactions through public-private partnerships and other alternative delivery models. He also advises clients in a broad range of financing transactions, including domestic renewable energy project financings and public finance transactions to structure innovative solutions for state and local governments, transit agencies, not-for-profit borrowers, and infrastructure projects supported by private activity bonds.

Casey also provides clients with guidance on general corporate governance, as well as public law and political law matters, including government ethics, lobbyist registration rules, public records laws, and regulatory matters.

Infrastructure Development

Represented:

  • The Virgin Islands Port Authority (VIPA) on its proposed public-private partnership for the long-term lease and operation of the Cyril E. King Airport on St. Thomas and the Henry E. Rohlsen Airport on St. Croix.
  • CenTrio Energy regarding the long-term concessions and financings of on-campus utility systems across the country.
  • Purdue University on a first-of-its-kind use of availability payments to develop new student housing facilities.
  • Texas Department of Transportation on the SH 288 toll lanes project near Houston, a revenue-risk concession deal with a construction value of $800 million, which was the first transaction of its type to offer a concession payment to the owner.
