Overview

Clients rely on Graham White for briefing complex civil matters in appellate courts, including the U.S. Supreme Court.  An experienced appellate lawyer, Graham previously served in the U.S. Department of Justice on the appellate staff of the Civil Division.  In that role he was lead counsel for the President and federal agencies, including the Federal Trade Commission, in a broad range of appeals raising cutting-edge issues of administrative and constitutional law.  He also worked closely with the Office of the Solicitor General on Supreme Court filings involving significant administration priorities.

Graham has argued dozens of cases at the trial and appellate level, including winning appellate arguments in challenges to federal statutes, regulations, and agency enforcement actions.  At the Department of Justice, he briefed and presented oral argument on novel separation of powers issues in challenges to agency enforcement actions under the Appointments Clause and other constitutional provisions.  He also successfully argued appeals involving Administrative Procedure Act challenges to federal regulations and involving questions of statutory interpretation under the False Claims Act.  Graham has presented oral argument in the U.S. Courts of Appeals for the D.C., Third, Fourth, Fifth, and Tenth Circuits, and has briefed cases at the U.S. Supreme Court at both the certiorari and merits stages.
