David N. Flores

David Flores is a Senior Tax Advisor in Mayer Brown’s Property Tax Management Group in the Chicago office with more than 17 years of experience.  He previously served as a Senior Commercial Real Estate Tax Analyst at the Cook County Board of Review from 2003 to 2010 and was subsequently promoted to Deputy Commissioner from 2010 to 2016 and 2018 to 2020. David has experience in adjudicating complex property assessment appeals – from steel mills to central business district hotels and office towers. His skillset helps provide clients with a deep understanding of the Illinois property tax system, the government agencies involved and the intricacies of the appellate process. 

Prior to his most recent position with the Cook County Board of Review, David was the Director of Valuation at a Chicago-area law firm.  He developed and reengineered appeal models, designed and implemented an automated appeal process, provided key client property tax appeal support.
