Overview

Aslan Boucobza represents clients in international commercial and investment arbitrations. He has experience in advising clients on complex commercial and Investor-States disputes across a range of industry sectors, including energy, banking, healthcare, telecommunications, and natural ressources. He has acted as counsel for States, investors and companies in a dozen international arbitrations conducted under the ICSID, ICC, UNCITRAL, SCC and ADCCAC rules.

Aslan assists clients in arbitration-related proceedings, including annulment proceedings and enforcement of arbitral awards, before the French courts, but also advises clients in the context of similar proceedings before foreign courts. Besides his work as counsel, he has also acted as administrative secretary of arbitral tribunals.

In addition to his native French, Aslan speaks English and Spanish.

Investor-State Arbitration

A French investor in an ICSID arbitration against the Republic of Croatia in a dispute arising from Croatia’s adoption of legislation in the banking industry (ICISD ARB/19/33).
The Kingdom of Morocco in an ICSID arbitration brought by a German investor in a dispute which relates to a series of measures regarding the export of ferrous scraps and the import of metallic bars (ICSID Case No. ARB/19/2).
Veolia Propreté SAS in an investment arbitration under the Energy Charter Treaty and the ICSID Convention against the Italian Republic in the waste management and energy sector (ICSID Case No. ARB/18/20).
The Republic of India in an UNCITRAL/PCA investment treaty arbitration brought by a state owned South Korean company arising out of that company’s investment in a gas-based powerplant in Maharashtra State in India (PCA Case No. 2020-06).
Veolia Environment S.A. and others in an investment arbitration against The Republic of Lithuania in relation to district heating and power generation systems in Lithuania (ICSID Case No. ARB/16/3).

The Republic of Gambia in an ICSID Arbitration brought by Western African Aquaculture Ltd, Kurt Lennart Hansson and Martje Bolt Hansson in a dispute arising out of the alleged expropriation of a shrimp farming and processing operation (ICSID Case No. ARB/18/10).
A UAE company in an UNCITRAL/PCA investment treaty arbitration brought pursuant to the Agreement for Promotion, Protection and Guarantee of Investments among Member States of the Organisation of the Islamic Conference (OIC Investment Treaty), concerning numerous large construction projects throughout Libya.

Commercial Arbitration

A European energy company in a multiparty commercial arbitration against the municipality of an Eastern European city under the rules of the Arbitration Institute of the Stockholm Chamber of Commerce. The dispute arises from a long-term lease agreement.
A French bank in an ICC arbitration under French law seated in Paris, in a post M&A dispute.
A contractor in a high value arbitration under rules of arbitration of the Abu Dhabi Commercial Conciliation and Arbitration Centre, in relation to an infrastructure project in the UAE.
