Senior advisor Warren Payne was invited to testify before the Select Committee on the Modernization of Congress in a July 20, 2021 hearing titled, “Enhancing Committee Productivity through Consensus Building.” Drawing upon his former experience serving as Policy Director for the House Ways & Means Committee, Warren’s testimony focused on best practices to promote bipartisanship in order to enhance Committees’ policymaking abilities.
