Mayer Brown partner Phil Recht named a “Top Lawyer of the Decade” by Daily Journal

Mayer Brown announced that Phil Recht, the managing partner of Mayer Brown’s Los Angeles office, has been selected to the Daily Journal’s list of the “Top Lawyers of the Decade” for his contributions to the emergence and regulation of new industries and disruptive technologies over the previous decade.

A co-leader of the firm’s Public Policy, Regulatory & Political Law practice, Mr. Recht over the past decade has provided legislative and regulatory clarity for emerging industries. For example, he represented Lyft in California, establishing a regulatory model for other states and allowing a multibillion industry to emerge, and represented Ofo and Bird Rides Inc. in developing first-ever regulations governing the shared micromobility industry in Los Angeles and elsewhere. He also represented Airbnb in developing the first-ever ordinance regulating home-sharing operations in Los Angeles, the company's largest market. Additionally, he has represented leading data brokers on California’s groundbreaking privacy laws (CCPA, CPRA).

Before joining Mayer Brown, Mr. Recht worked in the administration of President Bill Clinton, serving as chief counsel and deputy administrator of the National Highway Traffic Safety Administration in the US Department of Transportation. This background has served him well in addressing the novel challenges confronting his clients. It was particularly helpful when he represented Google’s (now Waymo’s) self-driving car project in developing the first laws allowing testing of autonomous vehicles, facilitating the auto industry’s biggest development in decades.

“My real passion was always government and politics," Mr. Recht told the publication. "My emerging industry practice allows me to engage in lawmaking from the industry side of the table."
