“The most likely outcome, as it has been with Hungary, is pressure by other member states and the United States on the Slovaks, or horse-trading behind the scenes to appease them, but there is certainly the possibility that an outlier state fragments EU policy toward Russia to the extent that the sanctions become a matter for a ‘coalition of the willing,’ weakening the sanctions and the EU, as a result.”
