Joy Tsai is a senior associate and a member of the Financial Services Regulatory & Enforcement group.  She concentrates her practice on representing banks and other companies that offer a variety of consumer financial products and services.  

Joy has significant experience performing regulatory due diligence reviews for investors in connection with transactions from financings and portfolio acquisitions to mergers and acquisitions.  Her recent work includes reviews of:

  • Home improvement and solar companies in connection with clients’ purchase of credit receivables and equity investments;
  • Clean energy financing companies offering leases, power purchase agreements, and community solar subscriptions in connection with clients’ extension of warehouse lines of credit;
  • Credit card issuer and its servicer in connection with a client’s purchase of receivables across multiple credit card programs; and
  • Fintech companies that use alternative data to underwrite consumer loans in connection with clients’ purchase of credit receivables. 

Joy regularly counsels clients on compliance with federal and state consumer finance laws, including the Equal Credit Opportunity Act (ECOA), Military Lending Act (MLA), Servicemembers Civil Relief Act (SCRA), Truth in Lending Act (TILA), and prohibitions on unfair, deceptive, and abusive acts and practices (UDAAP).  She recently advised an early-stage company on complex state licensing and product terms requirements, and assisted a point-of-sale financing company entering into the US market with development of its compliance management program.

Joy also represents companies in responding to government investigations and enforcement actions brought by the Consumer Financial Protection Bureau (CFPB), Department of Housing and Urban Development (HUD), and state regulators.   

Joy serves on the Recruiting Committee and Associates and Counsel Committee in the Washington DC office, and is a Vice Chair on the California Lawyers Association’s Consumer Financial Services Committee.
