Jimmie Zhang is an associate in Mayer Brown's Washington DC office and a member of the Banking & Finance practice. He focuses his practice on project finance and infrastructure investment. He began his career as an advisor to the Chairman of the Illinois Commerce Commission. During his tenure at the Illinois Commerce Commission, he worked on transformative energy issues, including the implementation of the state’s inaugural Adjustable Block Program. Following the transition from Governor Rauner to Governor Pritzker in Illinois, he transitioned into private practice and developed a broad practice in the energy sector. His experience prior to Mayer Brown includes representing investor-owned utilities in state regulatory proceedings; financial institutions and commodity traders in commercial transactions and novel regulatory issues; and traditional energy clients in federal regulatory proceedings.

  • Represented TransGrid Energy LLC (TransGrid), a leading owner and operator of utility-scale renewable energy projects, in connection with approximately $1.2 billion financing transactions to fund the construction of its Atlas VIII standalone battery storage project in La Paz County, Arizona. When completed, the Atlas VIII project will deliver 382.4 megawatts/1,529.6 megawatt-hours of storage capacity, supporting grid reliability, stability, capacity, and resilience for energy customers in California.
