Heather, an associate in Mayer Brown’s Chicago office and a member of the Banking & Finance and Public Policy, Regulatory & Government Affairs groups, focuses on the areas of infrastructure development, public finance, regulatory matters, and ethics and political law.

Heather’s practice includes representing owners, developers, lenders and contractors regarding complex transactions, including public-private partnership projects in the infrastructure sector, as well as representing clients in public finance transactions. She also advises project owners with respect to procurement laws, policies and practices.

In addition to her transactional work, Heather advises clients on various public law and political law matters, including government ethics, legislative drafting, lobbyist regulations, public records laws, and other regulatory matters. She also counsels political committees and candidates on election and campaign finance laws, including formation of political committees and compliance with campaign finance and disclosure rules. Heather advised plaintiffs in redistricting and voting rights litigation following the 2020 Census.

Prior to joining Mayer Brown, Heather served as Associate General Counsel in the office of Illinois Governor Bruce Rauner, where she specialized in advising on legislative and regulatory issues including drafting, negotiation, implementation, and compliance.

Heather received her JD from University of Chicago and her BA, magna cum laude, from George Washington University. She is admitted to practice in the state of Illinois.
