Thea previously served as the Assistant Secretary for Export Administration at the Commerce Department’s Bureau of Industry and Security (BIS), where she led policymaking and implementation of dual-use export controls, with a particular focus on advanced computing, artificial intelligence, and other emerging technologies; developed innovative controls in response to Russia’s 2022 further invasion of Ukraine; worked closely with Defense, Energy, State, and Treasury Department officials to modernize dual-use export controls; and established longstanding relationships with industry and foreign government counterparts who focus on national security and international trade.
