Sven Hodges

Previously, Sven served as Assistant Chief Counsel at the US Department of Energy’s Loan Programs Office (now the Office of Energy Dominance Financing), where he advised on loans and loan guarantees for innovative energy and advanced manufacturing projects under Title XVII of the Energy Policy Act of 2005 and the Advanced Technology Vehicles Manufacturing (ATVM) loan program. He also served at the White House Council on Environmental Quality as Deputy Associate Director for Clean Energy Finance.

In addition to his federal background, Sven has served as Managing Director for Legal & Regulatory Affairs at NY Green Bank, a leading state-sponsored sustainable infrastructure credit fund. He also worked on a wide range of debt and equity financings as in-house counsel at GE Energy Financial Services after beginning his career in private practice as a project finance lawyer in New York.

• Represented Department of Commerce’s CHIPS Research and Development Office as in-house counsel on a $150 million direct funding award to xLight, Inc. for the construction and demonstration of a free-electron laser (FEL) prototype for advanced extreme ultraviolet (EUV) lithography at the Albany Nanotech Complex in New York*

• Represented Department of Energy’s Loan Programs Office (now operating as the Office of Energy Dominance Financing) as in-house counsel on a $465 million construction loan to Tesla Motors, Inc. for the modernization of an automotive manufacturing facility in California and engineering integration relating to the Model S electric sedan*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on a $1.45 billion construction loan to Nissan North America, Inc. for automotive and lithium-ion battery manufacturing facilities in Tennessee*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on a proposed $730 million construction loan to an affiliate of Severstal North America, Inc. for an advanced high-strength steel manufacturing facility in Michigan*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on proposed $275 million construction loan to Calisolar Inc. for a proposed commercial-scale solar-grade silicon manufacturing facility in Ohio*

Nuclear, Carbon Capture & Sequestration

• Represented Department of Energy’s Loan Programs Office as in-house counsel on a proposed $2 billion construction loan to an affiliate of AREVA Enrichment Services, LLC for a proposed advanced uranium enrichment project in Idaho*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on a proposed $2 billion construction loan to Mississippi Power Corporation for a proposed coal gasification and carbon capture and sequestration project in Mississippi*

Renewable Energy

• Represented NY Green Bank as in-house counsel on an approximately $80 million construction loan to affiliate of Generate Capital, Inc. for portfolio of community solar-plus-storage projects in New York*
• Represented NY Green Bank as in-house counsel on a $55 million refinancing of loan from affiliate of Generate Capital, Inc. to Plug Power, Inc., a manufacturer of green hydrogen and hydrogen fuel cell systems*
• Represented NY Green Bank as in-house counsel on $80 million construction loans to Delaware River Solar, LLC for a 70MW portfolio of community solar projects in New York*
• Represented NY Green Bank as in-house counsel on approximately $10 million construction loans to affiliates of Distributed Sun, LLC for an approximately 40MW portfolio of community solar projects in New York*
• Represented NY Green Bank as in-house counsel on a $25 million participation in construction loan to RED-Rochester, LLC for energy efficiency improvement projects at a business park in New York*
• Represented NY Green Bank as in-house counsel on an approximately $30 million participation in recapitalization by Rock Wind Holdings, LLC, an affiliate of BlackRock Global Renewable Power Fund II, of a portfolio of wind farms in New York, Pennsylvania, and Illinois*
• Represented NY Green Bank as in-house counsel on an approximately $75 million participation in a term loan to Valcour Wind Energy, LLC, an affiliate of Carlyle Power Partners II, for a portfolio of wind farms in New York*
• Represented NY Green Bank as in-house counsel on an approximately $55 million construction loan to American Organic Energy, LLC, an affiliate of Warburg Pincus, for a bioenergy project in New York*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on an approximately $730 million construction loan to an affiliate of SolarReserve LLC for a 110MW concentrating solar power (CSP) tower with molten salt storage project in Nevada*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on an approximately $100 million construction loan to an affiliate of U.S. Geothermal Inc. for a 22MW geothermal project in Oregon*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on an approximately $60 million construction loan to an affiliate of AES Energy Storage, LLC for a 32 MW/8 MWh advanced lithium-ion battery storage system in West Virginia*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on a proposed approximately $240 million construction loan to an affiliate of Valero Energy Corporation for a 137MMGA advanced biofuels refinery in Louisiana*
• Represented Department of Energy’s Loan Programs Office as in-house counsel on a proposed $150 million construction loan to an affiliate of Energy Management, Inc. for a proposed 468MW offshore wind project offshore Massachusetts*
