概要

Sven Hodges advises clients on complex infrastructure financings across a wide range of industrial sectors. With more than 20 years of experience, Sven draws on his extensive background at major federal financing programs focused on advanced manufacturing and energy projects in the United States.

Prior to joining Mayer Brown, Sven served as Chief Counsel for Semiconductor Incentives at the US Department of Commerce. In this role, he led the office responsible for providing legal advice to the Department’s CHIPS Program Office, which administers financial incentives for semiconductor fabrication and supply chain projects in the United States. His responsibilities also included providing legal advice to the Department’s CHIPS Research and Development Office, which administers financial incentives for semiconductor R&D projects. In 2025, he was awarded the US Department of Commerce Bronze Medal for Superior Service by the Office of General Counsel.

  • Represented Department of Commerce’s CHIPS Program Office as in-house counsel on an approximately $7.8 billion direct funding award and a proposed $11 billion construction loan to Intel Corp. for leading-edge semiconductor fabrication and advanced packaging facilities in Arizona, Ohio, New Mexico, and Oregon*
  • Represented Department of Commerce’s CHIPS Program Office as in-house counsel on approximately $400 million direct funding awards to GlobalWafers America, LLC and MEMC LLC for semiconductor wafer manufacturing facilities in Texas and Missouri*
  • Represented Department of Commerce’s CHIPS Program Office as in-house counsel on an approximately $35 million direct funding award to BAE Systems, Inc. for the modernization of the BAE Systems Microelectronics Center, a Department of Defense Trusted Foundry Program in New Hampshire supporting advanced US military aircraft and commercial satellite systems*
  • Represented Department of Commerce’s CHIPS Program Office as in-house counsel on an approximately $270 million direct funding award and a $1.3 billion construction loan to USA Rare Earth, Inc. for a critical mineral mining and processing facility and metal and magnet production facilities in Texas, Oklahoma, and South Carolina supporting the semiconductor supply chain in the United States*
