Angela Giancarlo, a partner in the Washington DC office of Mayer Brown, handles a multitude of complex matters within the technology, media and communications sectors. A former Federal Communications Commission (FCC) official, Angela is well-known for her deep substantive knowledge, strategic vision and exceptional leadership on key proceedings involving the electromagnetic spectrum and affecting the wireless, satellite, broadband Internet and digital media sectors, as well as the transportation technology and safety sectors. In addition to representing clients in an array of transactional and policy proceedings, Angela counsels leading communications service providers, technology giants, manufacturers, energy companies, trade associations and investors on the legal, business and policy implications of proposed transactions; legislation and regulation; enforcement actions; spectrum auctions for new and existing technologies and services; and market convergence and competition. Angela represents clients before domestic agencies, including the FCC, FTC, National Economic Council, Office of Science and Technology Policy, Department of Commerce, and National Telecommunications and Information Administration, and before international government fora, including the International Telecommunication Union.

Prior to joining Mayer Brown, Angela served at the FCC for eight years, departing as chief of staff and senior legal advisor to Commissioner Robert McDowell, a post she held for five years. In addition to negotiating countless mergers involving wireless, broadcast and satellite licenses, Angela played an integral role in designing and implementing spectrum auction rules and procedures; critical safety and healthcare innovations including Positive Train Control and vehicle collision avoidance technologies, as well as wireless medical devices; developing rules and policies for safeguarding data privacy and securing networks against cyber crimes; designing and implementing the modern Emergency Alert System; creating protocols to ensure technical coexistence among 5G mobile Internet of Things offerings; and devising international spectrum frequency assignments and related policies as a member of the US Delegation to the 2012 World Radio Conference.

A recognized thought leader, Angela was named a Top Lawyer by Cablefax in 2018—a “guardian of the rule of law”—for serving as a key counselor as the media and communications sectors navigate a shifting landscape and for helping set the course for the industry in the age of convergence. Angela is also recognized in Chambers USA and Legal 500 USA for her work on telecom matters. In addition, Angela has authored scores of articles on spectrum and technology matters, serves as an advisory board member for Bloomberg BNA Now: Tech and Telecom and has served as co-chair of the Federal Communications Bar Association's Wireless Practice Committee and on the Steering Committee of the TMT Global Forum: Driving the Digital Future.
