Mayer Brown advised on two transactions recognized by The Bond Buyer as “Deals of the Year,” reflecting the firm’s role in shaping complex, high-impact infrastructure financings.
The winning transactions are:
- Georgia SR 400 Express Lanes Project - Public Private Partnership Financing Winner
Mayer Brown advised SR 400 Peach Partners, LLP, a consortium of Meridiam, Acciona and ACS, on the financial close for a public-private partnership (P3) to design, construct, operate, maintain and toll the new SR400 Express Lanes toll road project north of Atlanta (Georgia, US). The project is a P3 between the Georgia Department of Transportation and the Georgia State Road and Tollway Authority and SR 400 Peach Partners, LLP. As sponsors’ counsel, the firm advised from procurement through financial close: counselling on procurement matters, negotiating comments to the P3 agreement, guiding commercial close of the P3 agreement and ancillary documents, and leading the landmark financing. The total investment is approximately $11 billion, including a nearly $3.9 billion USDOT TIFIA loan (the largest to date) and a $3.4 billion PABs issuance, the largest for a US P3.
- JFK International Airport Terminal 6 - Green Financing Winner
The firm also advised JetBlue Airways in the New York Transportation Development Corporation’s $1.95 billion green bond refinancing issuance for the JFK International Airport Terminal 6 terminal development project. The financing supports a high efficiency terminal initiative featuring rooftop solar, fully electric ground support equipment, and stormwater capture and reuse. It also attracted strong demand from multiple investor segments, enabling the offering to be upsized.
The Bond Buyer’s editorial board selected this year’s winners after weighing factors such as creativity, the capacity to assemble complex transactions amid challenging conditions, the potential to serve as a model for other financings, and the public purpose for which the proceeds were used.
