Arsen Kourinian

Arsen excels at translating complicated data privacy, adtech, cybersecurity, and AI regulations into practical contract provisions. He regularly advises deal teams on due diligence, risk allocation, and contractual protections across a wide range of transactions—including mergers and acquisitions, technology transactions, outsourcing arrangements, cloud services, adtech and marketing, data processing, joint ventures, and AI agreements (including agentic AI). His deep understanding of both legal requirements and the operational realities of data-driven businesses allows him to craft contract terms that are commercially reasonable, operationally workable, and legally sound.

As a global counselor, Arsen advises multinational corporations on compliance with domestic and international data privacy, adtech, cybersecurity, and AI laws—including comprehensive data privacy (e.g., CCPA and GDPR) and AI laws (e.g., Colorado ADMT Act and EU AI Act), chatbot and AI transparency regulations, frontier model and AI developer laws, data broker requirements, and sector-specific rules covering employment, biometric, financial, health, and children’s data. He provides practical, operational guidance on harmonizing these overlapping requirements into uniform policies, procedures, and practices. Arsen’s advisory work spans organizational leadership policies, privacy and AI policies, data inventories, AI transparency notices, adtech and marketing counseling, cross-border data transfers, privacy and AI impact assessments, AI governance, privacy by design, and employee privacy. He stays at the forefront of evolving law and technology, including data collection and AI applications via remote sensing from outer space.

Arsen also represents companies in regulatory investigations and inquiries involving data privacy, adtech, AI, and data broker issues, as well as security incident response. He has a proven track record of guiding organizations through the legal complexities of such matters while mitigating risk.

Arsen holds the AI governance professional (AIGP), fellow of information privacy (FIP), certified information privacy manager (CIPM), and certified information privacy professional (CIPP) credentials from the International Association of Privacy Professionals (IAPP) for the United States (CIPP/US), Europe (CIPP/E), Canada (CIPP/C), and Asia (CIPP/A). He also helps educate the next generation of data privacy, adtech, cybersecurity, and AI professionals—he authored the CIPP/US exam and the IAPP’s inaugural AI governance professional exam, and serves as a regular guest lecturer at UCLA School of Law.
