Product supplements to base prospectuses under the EU Prospectus Regulation ("PR") have long been the subject of debate. The new Art. 23(4b) of the PR has given fresh momentum to the discussion, and ESMA has issued new guidelines that open up new opportunities for issuers with respect to their note issuance programmes: the content of base prospectuses can be reduced, costly drawdown prospectuses will no longer be required, and issuers can respond flexibly to new market trends.
