On August 15, 2019, Illinois (IL) Governor J.B. Pritzker signed into law the one-line HB3481, which repealed IL’s Kyoto Protocol Act of 1998—which had placed significant limitations on IL’s regulation of green-house gases (GHGs)—thereby creating the opportunity for IL to regulate GHGs. The United States formally withdrew from the Kyoto Protocol in 2001.
