Gabriel Perlman is an associate in Mayer Brown's Washington DC office and is a member of the firm’s Cybersecurity & Data Privacy and National Security practices.  He is also a member of the Litigation & Dispute Resolution practice.

Gabriel has advised clients from cyber incident response and crisis management to data privacy counseling, regulatory investigations, as well as litigation support.  He serves on a pro bono basis as counsel to the US Cyberspace Solarium Commission and the UN Security Council’s Counterterrorism Executive Directorate.  From 2014-16, Gabriel served as a policy advisor at the US Department of State in the Office of the Special Envoy for the Global Coalition to Defeat ISIS, advising the US government and allies on cyber warfare, terrorist recruitment online, threat finance and sanctions, military planning, intelligence collection, and other areas.  In 2017, he served in the National Security & Cybercrime Section at the US Attorney’s Office for the Eastern District of New York, assisting federal prosecutors with transnational terrorist and cybercriminal investigations.

Gabriel received his JD from Yale Law School, where he was an Editor of the Yale Law Journal and an Articles Editor of the Yale Journal of International Law.  Gabriel received his BA in History, cum laude, from Yale College.
