Cameron Edlefsen

Cameron Edlefsen is an experienced litigator whose practice has a strong emphasis in government contracting issues and controversies. He advises such clients as those involved in health care, information technology, large military systems, engineering services, and other industries regarding federal procurements and related issues. His counsel in this area includes commercial items, conflicts of interest, cost allowability issues, defective pricing, contract and subcontract negotiations, contract financing, assignments and novations, domestic preference and sourcing requirements, preparation of claims and procurement fraud.

Cameron also handles procurement controversies, as he litigates bid protests and disputes before the Government Accountability Office and the Court of Federal Claims, represents contractors in litigation and arbitrations involving government contracts, and tries federal court litigation focused on contract disputes and alleged fraud.

Additionally, Cameron advises clients on matters of other federal awards to include federal grant law. Specifically, he advises clients on their regulatory compliance obligations as established in the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Uniform Guidance”), agencies’ supplements to the Uniform Guidance, and program-specific statutory and regulatory funding conditions.

Prior to joining Mayer Brown, Cameron served as an Associate Counsel in the Acquisition Integrity Office of the Department of the Navy (DON) Office of the General Counsel (OGC) at the Washington Navy Yard, DC.  He handled cases involving fraud and other irregularities impacting the integrity of DON procurements.  His duties included coordinating with diverse stakeholders such as law enforcement investigators, auditors, acquisition officials, program managers, contractor representatives, the Department of Justice attorneys, as well as other federal offices and agencies as appropriate.  He supported matters in litigation, negotiated solutions to acquisition fraud issues and initiated and implemented administrative actions against not presently responsible government contractors as determined by the DON Suspending and Debarring Official.  He also prepared and provided briefings at senior levels within the DON, and designs and delivers fraud training to DON’s various commands.  He also served as an Ethics Counselor.

Prior to joining OGC, Cameron served on active duty in the U.S. Army as a field artillery officer and as an Army JAG officer, retiring on June 1, 2020.  Most recently, he served as an attorney-advisor for the Army’s Office of the Judge Advocate General’s Procurement Fraud Division, where he defended more than 200 agency suspension and debarment decisions.  He also served in a myriad of roles to include as a criminal prosecutor, administrative law attorney, and contract litigation trial attorney practicing in front of the Government Accountability Office, the Armed Services Board of Contract Appeals and the US Court of Federal Claims.
