Protecting Against WMD Proliferators

To thwart weapons of mass destruction (WMD) proliferators, the United States imposes sanctions on them and their support networks. A primary goal is to prevent proliferators from accessing the U.S. fi nancial system. But recent law enforcement actions show that often, notwithstanding sanctions, wrongdoers are able to conduct U.S. fi nancial transactions.
