With procurement spending at an all-time high of more than $500 billion in 2008, the financial institution bailouts, passage of the American Recovery and Reinvestment Act (Recovery Act), and impending legislation adding billions more for mortgage relief and other forms of stimulus, there is frenetic activity in Congress and the Obama administration to add oversight and enforcement mechanisms.
