Paulo has been nominated a leading antitrust practitioner in Brazil by Chambers Latin America in numerous editions (2011, 2012, 2013, 2014 and 2015). According to Latin Lawyer 250, he "has a remarkable reputation in the field," and the guide Who’s Who Legal 2015 states that he is "a great lawyer specialising in administrative, competition and regulatory law." He is also listed in the GCR 100 and Best Lawyers guides.Before joining the firm, Paulo was a partner at a specialized law firm, where he acted in several high profile competition and regulatory cases. Before that, he was with the Secretariat of Economic Law of the Brazilian Ministry of Justice (SDE), in charge of implementing the new unit responsible for investigating bid rigging cases in cooperation with other law enforcement agencies, such as the Federal Police and the Office of the Comptroller General. He also represented the Secretariat at the meetings of the Competition Committee of the Organization for Economic Cooperation and Development (OECD) in Paris. He was an associate in the Brussels office of a leading international law firm before joining the federal government.
