Carlos Encinas is an associate in Mayer Brown's Chicago office. He works on complex infrastructure and public finance transactions.
Carlos helps clients implement transportation and other infrastructure projects through alternative delivery methods, including design-build and public-private partnerships. He also represents clients in taxable and tax-exempt financings as bond counsel, underwriter’s counsel, issuer’s counsel, and remarketing counsel.
Before joining Mayer Brown, Carlos served as an attorney-advisor fellow at the US Securities and Exchange Commission. He also served as an assistant corporation counsel in the City of Chicago Department of Law’s Finance and Economic Development Division.
