Keisha Whitehall Wolfe is counsel in Mayer Brown's Washington DC office and a member of the Consumer Financial Services group. She has several years of experience in state administrative and regulatory law and now focuses her practice on consumer financial services. Keisha is able to assist clients with licensing issues, state and multi-state examinations and enforcement actions and also with interactions with state and federal regulatory agencies.

Prior to joining Mayer Brown, Keisha served as the Acting Deputy Commissioner for Office of the Commissioner of Financial Regulation (OCFR) within Maryland’s Department of Labor, Licensing and Regulation (DLLR). Topping nearly a decade in public service for the agency, she initially served as the Licensing Director where she supervised the daily operations of the licensing staff and was instrumental in managing the transition of over 6,500 licensed mortgage companies and individuals to the Nationwide Multistate Licensing System and Registry (NMLS).

In addition to her role as Acting Deputy Commissioner, Keisha also served as the Assistant Commissioner of Nondepository Oversight and, within the broad jurisdiction of the OCFR, was responsible for formulating policies and procedures and general oversight of consumer complaint resolution, licensing, and examination of non-depository financial institutions that provide mortgages, consumer loans, and retail sales financing, as well as credit reporting, debt collection, debt management, check cashing, and money-transmitting services to Maryland consumers.

Furthermore, Keisha was intimately involved in the agency’s relationship with the NMLS from a policy, licensing, and examination perspective and since 2009, has actively participated in numerous working groups, including, but not limited to, the Uniform Authorized Delegate Workgroup, Document Upload Workgroup, Expansion Workgroups, and Work List Enhancement Workgroup. She has also previously chaired the Uniform Forms Committee and is a former appointed representative on the NMLS Policy Committee.
