Mayer Brown Los Angeles partner Phil Recht named to Daily Journal’s “Top 100 Lawyers of 2011” in California

Phil Recht, partner-in-charge of Mayer Brown’s Los Angeles office and leader of the firm’s Government & Global Trade practice in California, has been named one of California’s “Top 100 Lawyers of 2011” by the Daily Journal, a leading California legal publication. 

Mr. Recht was recognized for his work as lead defense counsel for the California Association of Nurse Anesthetists (CANA) in their victory in the California Superior Court which allows certified registered nurse anesthetists to administer anesthesia without physician supervision. After a lawsuit was filed against California Governor Schwarzenegger, CANA, led by Mr. Recht, intervened in the case and moved for summary judgment, which subsequently was granted. The victory upheld Governor Schwarzenegger’s decision to opt out of a federal Medicare rule requiring physicians’ supervision of certified registered nurse anesthetists. 

The Daily Journal also recognized Mr. Recht’s work as lead counsel for Emerson Process Management, the incumbent provider of control systems at the City of Los Angeles wastewater plants, in a bid protest. The contract is one of the largest ever issued at the city’s four wastewater treatment plants.

Mr. Recht represents clients in legislative, regulatory and enforcement matters before federal, state and local governments. He also handles grants, approvals, permits and other government transactions. He has particular experience in transportation, infrastructure, tribal gaming, health care, trade association and election law matters.

Before joining Mayer Brown in 1999, Mr. Recht served as Chief Counsel and as Deputy Administrator of the National Highway Traffic Safety Administration of the US Department of Transportation.
