Leading international law firm Mayer Brown is pleased to announce that Carlos Echave, former Director and Legal Counsel of the European Securitisation Forum (ESF), joined the firm on Monday, 5 November 2007.  Carlos has a wealth of experience working in regulatory and securitisation fields, both as a lawyer at Linklaters and Freshfields Bruckhaus Deringer in Madrid and more recently with the ESF.

Carlos' main role within the ESF included advising working groups on legal and regulatory matters affecting securitisation, with particular focus on the implementation of Basel II and early stages of Solvency II.  He was responsible for the development of domestic legal frameworks in various European countries and handling issues arising from the Market Abuse Directive and MiFID.

Carlos represented the ESF in the FSA's Securitisation Standing Group (SSG), a joint regulator-industry body that serves as pre-consultation discussion forum on a variety of Basel II/CRD implementation issues. He also participated in a number of industry comment letters to CEBS, the FSA, the Bank of Spain and the German Ministry of Finance on Regulatory Capital matters  concerning Basel II/CRD and, more recently, the Large Exposures regime.

The securitisation practice at Mayer Brown continues to go from strength to strength as reflected in its recent improved ranking in the UK Legal 500. The firm moved up a tier this year with independent comments affirming that "Mayer Brown has come a long way in recent years in securitisation. It has forged ahead in the CMBS and CDO/CFO market." The current regulatory capital practice at Mayer Brown is represented by leaders in their field including Kevin Hawken, Ed Parker and Jason Kravitt.  Mayer Brown's regulatory work, particularly in relation to Basel II, is unrivalled.

Bruce Bloomingdale, Co-Head of the Securitisation practice in London commented: "Carlos has significant regulatory capital expertise as well as wide experience in structured finance and capital markets transactions and is well known in the industry. His addition to our team will further enhance our well respected regulatory capabilities both on the advisory and structuring sides.  He will work alongside an increasing number of specialists in the practice who really understand the context of their expertise in relation to the bigger picture."

Ian Coles, Head of Mayer Brown's European Finance Practice, added: "We are delighted to welcome Carlos on board as we continue to build on the strength we have in terms of the numbers of senior lawyers advising across the spectrum of securitisation-related activity. Carlos is an excellent addition to the team and will enhance our excellent working partnership with Ramón & Cajal and he will help boost the practice across Europe and into the U.S."
