Nathalie Jalabert-Doury présente les deux principaux régimes d’inspections de concurrence prévus par le règlement 1/2003 : les inspections effectuées sur la base d’une décision de la Commission (article 20, 4), et celles effectuées sur la base d’un simple mandat (article 20, 3). Pour chaque régime, elle décrit l’ensemble du déroulement d’une inspection dans l’ordre chronologique et avec une extrême précision. Les procédures spécifiques d’inspection (concentrations notamment) sont également traitées séparément, ainsi que les inspections basées sur des mécanismes de coopération sein du Réseau européen de la concurrence.
