Jing Zhang is a partner in Mayer Brown’s Government & International Trade group, based in Washington DC. She advises clients on a wide range of international trade matters, with a particular focus on antidumping (AD), anti-subsidy (CVD) and customs matters. Jing assists major US and foreign corporations in focused assessments (customs audits), compliance surveys or reviews and other proceedings before US Customs & Border Protection. In addition, she has worked with clients to develop strategies to deal with potential import violations and to strengthen internal control on customs compliance. She has substantial experience helping clients prepare voluntary disclosures of importer errors and develop and implement customs compliance programs. Identifying duty savings opportunities, such as through the “first sale rule,” duty drawback and US free trade agreements, has always been a keen focus throughout her customs work. She also routinely analyzes obligations and defenses under WTO Agreements and advises clients on matters related to Section 301 tariffs.

In AD and CVD matters, Jing defends foreign producers and US importers against US unfair trade allegations. Jing has in-depth experience representing clients in AD and CVD investigations and reviews before the US Department of Commerce, import injury proceedings before the US International Trade Commission (ITC), and related litigations in federal courts. She has acted as lead attorney in AD and CVD matters.

Jing also has firsthand experience advising clients on export control, sanctions and related national security restrictions on trade. Her work includes advising US and foreign corporations on their trade compliance obligations, handling daily US export control and sanctions questions, and advising clients facing government investigation risks or adverse administrative actions. On the investment side, Jing has assisted in preparing several notices to the Committee on Foreign Investment in the US (CFIUS) and securing for clients national security approvals by the US government.

Jing is a member of the Advisory Board for the Department of Academic Conferences and Continuing Legal Education (ACCLE) at Georgetown University Law Center.

Prior to joining Mayer Brown, Jing worked as a student extern in the Enforcement Division of the US Securities and Exchange Commission, where she worked on a number of China-related fraud investigations.
