Mayer Brown’s experienced legislative strategy and advocacy team combines a wealth of policy knowledge with keen political instincts to solve challenging legislative and policy issues both internationally and at the federal, state and local levels. We have successfully represented clients across a range of industries, including telecommunications, energy, financial services, transportation and health care, among others. Anchored by our seasoned federal team in Washington, Mayer Brown’s practice is unique in its breadth, also drawing from deep reservoirs of talent and experience in Los Angeles, Chicago, Singapore and Brussels. Our team knows how to accomplish legislative and policy goals at the highest levels, with members who have served as United States secretary of commerce; two former US trade representatives (USTR); a member of Congress; several ambassadors; an associate attorney general of the United States; an attorney general for the State of Illinois; an attorney general for the State of California; a former policy director of the US House of Representatives Committee on Ways and Means; a former chief of staff and senior legal advisor to the Federal Communications Commission; a former chief counsel of Telecommunications and the Internet, for the US House Energy and Commerce Committee; and a host of lawyers and professionals from other top-level positions.

The group understands the complex interplay between federal, state and local governments and leverages these interactions to most effectively achieve clients’ goals. We are active at all levels of government—in state capitals, major cities and Washington DC—and, of course, on both sides of the aisle. Unique among its peers, Mayer Brown utilizes its legislative strategy and advocacy experience to help advance legislation and policy that is directly related to significant government matters on which the firm also advises. This full-service approach ensures continuity of efforts and the type of seamless execution that has brought the firm praise. Our significant experience representing governmental entities provides tremendous insights that benefit our private sector clients, as we have a full understanding on how governmental entities operate. Leveraging our ties to the private sector, our primary strength is coordinating the joint efforts of companies and associations. We work with these partners to mobilize public information campaigns and build coalitions and grassroots campaigns. We combine this ability with our knowledge of how to leverage additional forces to impact the political process, whether through political action committees, advertising, drafting statutes and reports, crafting position papers, developing testimony or similar efforts.

  • Legal Reform. Mayer Brown has led successful legal reform movements involving securities litigation and class action reform and has been involved in reform efforts in areas such as transportation, communications, labor, tax, international trade, natural resources and regulated industries.
  • Financial Services. In conjunction with the firm's Financial Service Regulatory & Enforcement (FSRE) practice, we advise clients on emerging legal trends, regulatory compliance, potential enforcement proceedings, legislative initiatives and other areas of strategic risk. We help large, globally active financial services firms, as well as domestically focused companies, anticipate and manage the ways that changing legal and regulatory standards affect their business opportunities, operational costs and risk exposure. Mayer Brown has been at the center of the most significant financial services governance initiatives in recent years. We have been involved in the development and implementation of the Basel Committee capital standards, the USA PATRIOT Act, the Sarbanes-Oxley Act, the Terrorism Risk Insurance Act and sanctions/embargo legislation. More recently, we have helped shape initiatives targeted to the regulation of private equity and hedge funds, mortgages in the aftermath of the subprime mortgage crisis and international transactions such as “cover” payments.
  • Communications. Mayer Brown is helping to shape technology and communications policy through our representation of clients before the US Congress, the Federal Communications Commission, the National Telecommunications and Information Administration, the Department of Homeland Security, the Office of the US Trade Representative and various state public utility commissions. Internet, wireline and wireless service providers, manufacturers and trade associations rely on us to protect their interests with regard to Internet regulation, spectrum policy, the digital television transition, wireline competition, communications-related homeland security and privacy. In Europe, where telecommunications policy authority is divided between the European Union and its member states, our team helps clients navigate the complex interplay between EU and national regulation. We have long worked to reform the EU telecom and Internet regulatory framework by preparing policy statements, public consultation papers, EU review submissions and legislative amendment language.
