In 2006, the Gowers Review of Intellectual Property suggested that the UK’s IP regime was more or less satisfactory and not in need of radical overhaul. However, Professor Hargreaves says that the copyright regime “cannot be considered fit for the digital age when millions of citizens are in daily breach of copyright, simply for shifting a piece of music or video from one device to another”.
