Summary
On 14 June 2007 the Government issued Decree No. 105/2007/ND-CP ("Decree 105") on Printing of Non-Publication Products. Decree 105 became valid on 28 July 2007.
Full Update
According to Decree 105, printing is a conditional business sector. Organisations and individuals engaged in printing activities must obtain business registration certificates. In addition, a printing establishment must satisfy the following conditions:
(a) Have a printing permit issued by Publication Departments of the Provincial-level Culture and Information Service when printing press products and anti-counterfeit stamps;
(b) Possess written approval by a relevant state management agency when printing such items as identity cards; passports; diplomas or certificates issued by the national education system;
(c) Its director or owner must be a Vietnamese citizen who is registered as a permanent resident in Vietnam.
Printing establishments which receive foreign orders to print foreign products, including votive paper, press, savings certificates, passports, identity cards, diplomas, certificates and anti-counterfeit stamps, must have a permit to print products for foreign parties issued by Publication Departments of the Provincial-level Culture and Information Service.
