Chian Voen Wong advises clients on international trade issues, including trade, customs, export control and other regulatory requirements, and investment rules. She works with clients to identify and analyse various options for locating manufacturing, administrative, treasury and other business functions. She assists companies in rationalising their manufacturing and supply chain strategies in order to capitalise on free trade agreements (FTA).
In addition, Chian Voen assists clients in engaging the relevant government authorities on specific issues, such as importation/exportation matters (licensing and permit requirements, origin certification, etc.), and incentive schemes. She provides assistance in evaluating government policies for consistency with World Trade Organisation (WTO) rules and devising WTO-consistent incentive programmes and policies. She also advises clients on formulating strategies for engaging government authorities in support of the clients' interests in international trade negotiations and trade/regulatory developments. Chian Voen also provides sovereign clients with advice and assistance on international trade negotiations, including the consideration and definition of negotiating options and strategies.
Chian Voen was formerly an Assistant Director of the Singapore Ministry of Trade and Industry and an Assistant Manager at the International Enterprise Singapore (IE Singapore, formerly known as the Singapore Trade Development Board). She was involved in FTA negotiations (Rules of Origin, or “ROO”) with New Zealand, Japan, the European Free Trade Area, the United States and Mexico. She represented Singapore’s interests at the WTO on ROO and competition policy, as well as analysed, formulated and recommended Singapore’s policy positions on various issues, such as ROO, trade facilitation and customs matters, competition policy, agriculture and textiles.
