Mike Sullivan’s practice focuses primarily on commercial disputes, telecommunications issues and regulatory matters.
Mike has served since 1996 as trial and regulatory counsel for AT&T (formerly SBC Communications, previously Ameritech), where he has provided legal guidance in connection with issues relating to the Telecommunications Act of 1996, including representation in state regulatory proceedings and federal district court cases across the nation.
Mike has tried numerous contested hearings before state regulatory agencies and handled appeals of several of those cases in state and federal courts. He has represented AT&T and its operating entities in interconnection arbitrations, cost dockets, carrier disputes and consumer complaint cases brought in state utility commissions. Mike has also represented AT&T entities in Sections 251/252 and Section 271 proceedings before the FCC and in related state and federal court litigation. His principal focus in the telecommunications arena has been on interconnection, collocation, structure access/rights-of-way and rate-setting.
In addition, Mike has represented clients in a wide range of commercial disputes, including consumer fraud, breach of contract and warranty, asbestos and securities litigation.
Mike joined the firm in 1993.
