Thomas, counsel in the Brussels office and a member of both the International Trade and Public Policy, Regulatory & Government Affairs product groups, focuses on EU regulatory matters, advising companies and trade associations on issues related to chemicals and chemicals in products, including the REACH and CLP Regulations. He is regularly involved in cases before the European Court of Justice and ECHA Board of Appeal. Thomas also has a good understanding of complex decision-making processes within EU institutions and agencies, which he employs to advise on product defense strategies.
Thomas is highly knowledgeable with biodiversity-related legislations, especially in the context of the Nagoya Protocol to the Convention on Biodiversity. He is increasingly involved in matters related to compliance with emerging Environmental, Social and Governance (“ESG”) and sustainability-related diligence obligations.
Thomas holds a PhD in Law from the University of Luxembourg. He wrote his doctoral thesis on Impact Assessment in the EU, “L’Analyse d’impact en droit de l’Union européenne” (Larcier, 2013). In addition, Thomas holds a Master of Laws degree (LL.M) from the London School of Economics and Political Science (UK) and achieved his initial legal education in France, at the universities of Strasbourg and Lyon.
Thomas is fluent in English in addition to his native French, and he has working knowledge of German.
