New counsel, associate bring impressive government credentials to firm’s growing office in Washington, DC
Mayer Brown announced today two new significant hires to the firm’s Cybersecurity & Data Privacy practice. Kendall C. Burman, who joins as a counsel, and Joshua M. Silverstein, who joins as an associate, come to Mayer Brown with impressive legal and policy experience relating to cybersecurity, privacy, national security, and technology. They will be based in the firm’s growing office in Washington DC.
“Cybersecurity and the protection of data privacy are areas of critical concern for our clients,” said Raj De, who leads Mayer Brown’s Cybersecurity & Data Privacy practice and was previously the general counsel of the National Security Agency. “The arrival of Kendall and Josh significantly enhances our ability to address these concerns and advise our clients in this rapidly evolving area of the law.”
Ms. Burman comes to Mayer Brown from the US Department of Commerce, where she served as the deputy general counsel for strategic initiatives. In that capacity, she served as the chief policy expert for the general counsel’s office, developing and executing the department’s priorities in areas such as cybersecurity, consumer privacy, intellectual property, and international trade. Previously, Ms. Burman served as a senior national security fellow at the Center for Democracy & Technology and as a special assistant to the President and associate counsel at the White House.
Before his arrival at Mayer Brown, Mr. Silverstein served as a special assistant to the Assistant Attorney General for National Security at the US Department of Justice. There, he provided counsel on legal and policy questions in the areas of cybersecurity, counterterrorism, intelligence, CFIUS matters, and other national security issues. He also participated in interagency meetings on international crises and completed a department-wide assessment of counterterrorism resource allocation.

Ms. Burman earned her JD degree from the University of Chicago Law School and a BA from Bowdoin College. Mr. Silverstein earned JD and BA degrees from Yale University and an MPhil from the University of Cambridge.
