Mayer Brown announced today that Warren S. Payne has joined the firm in Washington DC as a senior advisor in the Tax, Government Relations, and International Trade practices. Mr. Payne joins from the US House of Representatives Committee on Ways and Means, where he held a number of staff leadership roles over the past eight years, including his most recent position as Policy Director.
“Warren’s technical knowledge in several policy areas, including tax, health care, trade, financial services and economics, and knowledge of the legislative process, will add significant value to Mayer Brown and its clients,” said Duane Layton, co-leader of Mayer Brown’s global Government Relations and International Trade practices. “Negotiating at the highest levels of government and drafting major pieces of legislation, Warren has been involved in many of the key policy and political debates throughout the last two decades, including each of the major fiscal policy debates over the last eight years, from TARP to the fiscal cliff to the drafting and introduction of comprehensive tax reform legislation. He brings a new dimension to the firm.”
Mr. Payne has nearly 14 years of experience in the executive and legislative branches of government. As the Committee’s Policy Director, Mr. Payne worked with the Subcommittee Staff Directors to develop the Committee’s policies and coordinated those policies with House leadership—serving as a key liaison with the administration, the Senate, and House leadership. Originally, Mr. Payne served as one of the Committee’s primary economists focused primarily on trade, where he crafted the economic analysis behind recent trade agreements with Colombia, Panama, Peru, and South Korea.

Before joining the Ways and Means Committee, Mr. Payne served as an Economic Advisor and International Trade Analyst at the US International Trade Commission. He also consulted on international trade and tax issues at Economic Consulting Services.

Mr. Payne earned an MS from the University of Rochester and received a BA from Allegheny College.
