1 April 2008 - Barry Machlin, a partner in the Global Projects Group at Mayer Brown LLP, a leading global law firm, has been selected by American Lawyer Magazine as a Dealmaker of the Year for 2007 in the Project Finance category. Machlin was honored for his pivotal role in the $5.25 billion Panama Canal Expansion Project, one of the largest infrastructure projects in the world and among the most significant ever undertaken.
Dealmaker of the Year honors are awarded annually by American Lawyer in several categories to attorneys who have demonstrated excellence in successfully managing complicated transactions. Machlin is the leader of a team of Mayer Brown attorneys acting as procurement counsel for the Autoridad del Canal de Panamá (ACP), the entity responsible for the project. Machlin and the Mayer Brown team are advising the ACP on all aspects of the bidding process, contract negotiation and related project development matters for the mammoth project which involves the addition of a third lane and the installation of a massive new lock system to expand the 94-year old Canal.
American Lawyer noted that at every step of the way, Machlin and ten other Mayer Brown lawyers have navigated the ACP's complex legal underpinnings. In addition to coping with the complicated bureaucracy and negotiating a tangle of contracts, American Lawyer said, "Machlin and his team have laid the groundwork for dispute resolution should anything go wrong during the expansion."
Machlin is Co-Chair of Mayer Brown's Global Projects Group and is based in the firm's Chicago office. He represents financial institutions, multilateral and bilateral official lending agencies, export credit agencies and sponsors in major project financing and development transactions around the world. Machlin has had extensive involvement with many ground-breaking transactions, including some of the first private power projects in Indonesia, India and the Philippines. He also recently served as lead financing counsel in an innovative project debt restructuring for a major electricity generator in Argentina, and a major petrochemical project in Egypt.
"Barry's outstanding work on the Panama Canal Expansion Project is characteristic of the skill and dedication he brings to each client engagement," said James D. Holzhauer, Chairman of Mayer Brown. "It is wonderful to see his ingenuity and leadership recognized, particularly on such a singularly important project."
