China Updates Hazardous chemicals catalogue for First Time Since 2002

China's updated catalogue of hazardous chemicals that takes effect May 1 contains substantial amendments from the previous official version released in 2002, but includes only minor changes from a draft of the catalogue circulated in 2013, analysts said.

The updated catalogue issued March 9 by the State Administration of Work Safety includes 2,828 hazardous chemicals with many of the entries from 2002 combined into a simplified format and 100 fewer entries than the draft released two years ago.

The catalogue is aligned with State Council Decree 591, which governs obligations for handling hazardous chemicals that are produced, stored, sold, transported, and imported to or exported from China.
Lila Tao, a senior regulatory affairs consultant at the Chemical Inspection & Regulation Service, a consultancy based in Hangzhou, China, told Bloomberg BNA March 25 that the latest listing makes it “much clearer” for businesses to understand what is required of them.

Li Heng, an associate with Mayer Brown JSM in Beijing, told Bloomberg BNA that “those who have dealt with [the registration and licensing procedures] before should be familiar with them,” and “what is important for businesses now is to go through the catalogue to ensure their compliance.”
