Mayer Brown, a leading global law firm, announced today that partner Stephen Rooney (New York) has been named to American Lawyer
’s prestigious “Dealmakers of the Year” list for 2014. The awards honor “lawyers who played a pivotal role in some of the most notable transactions of 2013” and recognize their “innovation and creativity” in successfully handling complex mergers and acquisitions, capital markets, project finance and bankruptcy transactions.
Mr. Rooney was honored for his role in representing MetroCat Re Ltd. as issuer in the structuring of a $200 million, first-of-its-kind catastrophe bond offering that funded insurance for New York’s Metropolitan Transportation Authority (MTA) covering losses in the event of a storm featuring destructive storm surges. The transaction broke new ground in the insurance-linked securities markets by introducing a novel catastrophe bond structure tied to the peril of storm surge, and it provides the MTA with $200 million of insurance coverage for the next Superstorm Sandy-like event—coverage that was simply unavailable in the traditional insurance market.
“Before the Metropolitan Transit Authority’s offering, no one had ever written a cat bond related just to the peril of storm surge,” American Lawyer

Regarding his selection as a Dealmaker of the Year, Mr. Rooney said, “The MTA transaction presented several complex challenges that only a firm like Mayer Brown, with deep experience in securities, tax, derivatives and insurance law, could handle. We were privileged to be working with an extraordinary group of professionals at the MTA who had the skill and tenacity to bring together a team of advisors and consultants to break new ground in the capital markets for the benefit of the MTA and the New York metropolitan area. I am honored to receive this recognition from American Lawyer
on behalf of Mayer Brown and our deal team.”
Mr. Rooney serves as co-leader of Mayer Brown’s global Insurance Industry Group. He focuses his practice on securities offerings, structured finance and mergers and acquisitions, primarily in the insurance industry.
