Actions must be taken to continue exporting tra to the U.S. market

Saigon Times interviews Hai Nguyen on the Final Rules implementing the so-called 2008 and 2014 Farm Bills recently issued by the Food Safety and Inspection Service under the U.S. Department of Agriculture.

According to Hai, the Final Rules often referred to as catfish inspection program will definitely have a number of alarming impacts on Vietnamese tra processors. The program and its underlying laws would be considered as a sanitary and phytosanitary measure, according to the WTO SPS Agreement. And the United States, as a WTO member, have to satisfy a number of obligations under the SPS Agreement in order to introduce and maintain such program. Notably, the U.S. have to prove that the application of the program is necessary based on sufficient scientific evidence and the rational between the program and the scientific evidence.
