Vietnamese NPLs: Towards a Secondary Debt Trading Regime?

Vietnam's National Assembly passed a resolution establishing a legal framework for a secondary market in non-performing loan (NPL) trading. The new resolution, together with a draft law on credit institutions and a recently revised bankruptcy law, set up forward-looking measures for tackling the issue of NPLs in the financial sector. In this update, we discuss the applicability of the framework, incentives established for NPL trading, and limitations of the new trading regime.
