Analysis of Proposed Hydrocarbon Legal Regime in Mexico

President Enrique Peña Nieto introduced to the Mexican Congress nine new bills, as well as amendments to several existing laws, to implement the constitutional energy reform passed on December 21, 2013. This legal update addresses the main features of two of the proposed laws: the Hydrocarbons Law and the Hydrocarbon Revenues Law. Together, these laws propose a new legal framework for hydrocarbon-related activities in Mexico. It is expected that the Mexican Congress will consider the proposed legislation in a special session during the last half of June 2014.                        

Copies of the proposed Hydrocarbons Law and the proposed Hydrocarbon Revenues Law in their original Spanish versions with side by side English translations have been prepared by Mayer Brown with the assistance of TransPerfect.
