Angela E. Giancarlo, Government & Global Trade partner in Washington DC, handles a multitude of complex matters within the technology, media and telecommunications field. In particular, Angela is well-known for her deep substantive knowledge, strategic vision, and exceptional leadership on key proceedings affecting the wireless, satellite, broadband Internet, and digital media sectors. She counsels on the legal, business, and policy implications of pending transactions, spectrum allocations for new and existing technologies and services, proposed regulations, and market convergence and competition, at the Federal Communications Commission (FCC), the Administration and international government fora, including the International Telecommunication Union.
Prior to joining Mayer Brown, Angela served at the FCC for eight years, departing as Chief of Staff and Senior Legal Advisor to Commissioner Robert McDowell, a post she held for five years.
In addition to negotiating countless mergers involving wireless, broadcast, and satellite licenses, Angela played an integral role in: developing auction and licensing rules for the AWS-1 and 700 MHz spectrum bands, including updating bidding procedures and “flexible use” policies; creating protocols to accommodate future mobile offerings in the TV “white spaces,” the 3.5 and 5 GHz bands, as well as medical treatment, diagnostic and monitoring services in the 400 and 2300 MHz bands; designing and implementing the modern Emergency Alert System; preparing for the Digital Television Transition; devising international frequency assignments and related policies as a member of the US Delegation to the 2012 World Radio Conference; and reforming the $8 billion-per-year Universal Service subsidy program.
Prior to joining the FCC, Angela practiced in the Washington DC office of another prominent law firm. She began her post-undergraduate career in the congressional office of the late former US Representative Jack Kemp (R-NY).
A recognized thought leader, Angela has authored scores of articles on spectrum and technology matters. In addition, Angela is co-chair of the Federal Communications Bar Association’s Wireless Practice Committee; an Advisory Board Member, Bloomberg BNA Now: Tech and Telecom; and a Steering Committee Member, TMT Global Forum: Driving the Digital Future.
