Angela E. Giancarlo, Government & Global Trade partner in Washington, DC, is a leading technology/media/telecommunications lawyer with a special focus on the domestic and international wireless, satellite, and broadband Internet sectors. In particular, Angela is well-known for her deep technical knowledge and extensive experience in handling radio frequency spectrum issues. She provides strategic forecasting and counsel for commercial, private, public safety, and unlicensed spectrum allocations, auction-related policy and transactional matters; regulation of new licensed and unlicensed technologies; and international convergence and competition matters at the Federal Communications Commission, the Administration and international government fora, including the International Telecommunication Union.
Prior to joining Mayer Brown, Angela served at the FCC for eight years, departing as Chief of Staff and Senior Legal Advisor to Commissioner Robert McDowell, a post she held for five years.
In addition to advising on countless transactions involving wireless, media, and satellite licenses, Angela played an integral role developing communications regulations and policies including: auction and licensing rules for the 700 MHz spectrum band, media ownership, unlicensed uses within the TV white spaces, public safety spectrum operations, promotion of wireless medical body-area technologies, and universal service contribution reform.
Prior to joining the FCC, Angela practiced in the Washington, DC office of another prominent law firm. She began her career in the congressional office of former US Representative Jack Kemp (R-NY), serving in a number of capacities over the course of four years.
A recognized thought leader, Angela has authored scores of articles on spectrum and technology matters. Angela is co-chair of the Federal Communications Bar Association's Wireless Practice Committee and has been a steering committee member of the TMT Global Forum since 2013.
