Angela E. Giancarlo, Government & Global Trade partner in Washington, DC, is a leading telecommunications lawyer with a special focus on the wireless, media, satellite, and broadband Internet sectors. In particular, Angela is well-known for her deep technical knowledge and extensive experience in handling radio frequency spectrum issues. She provides counsel and strategic planning for commercial, private, public safety, and unlicensed spectrum allocations, auction-related policy and transactional matters; regulation of new licensed and unlicensed technologies; and international convergence and competition matters at the Federal Communications Commission and international government fora. Prior to joining Mayer Brown, Angela served at the FCC for eight years, departing as Chief of Staff and Senior Legal Advisor to Commissioner Robert McDowell, a post she held for five years.
Throughout her tenure at the FCC, Angela played an integral role developing communications regulations and policies including: auction and licensing rules for the 700 MHz spectrum band, media ownership, unlicensed use within the TV white spaces, public safety spectrum operations, promotion of wireless medical body area technologies, and universal service contribution reform. Additionally, she advised on countless transactions involving wireless, media, and satellite licenses.
Prior to joining the FCC, Angela practiced telecommunications law in the Washington, DC office of another prominent law firm. She began her career in the congressional office of former US Representative Jack Kemp (R-NY), serving in a number of capacities over the course of four years.
A recognized thought leader within the international telecommunications, media and technology sector, Angela has authored scores of articles on spectrum and technology matters. Angela is co-chair of the Federal Communications Bar Association’s Wireless Practice Committee, a steering committee member of the Global Forum 2013: Driving the Digital Future and a steering committee member of the 2013 and 2014 TMT Global Forum: Driving the Digital Future.
