Andrew Kugler is a Government practice lawyer. He provides strategic advice to public, private and nonprofit clients, with a particular focus on health care, environmental, goods movement and technology issues.
Andrew helps clients craft legislative strategies and interface with government officials and agencies at the local, state and federal levels. This work often requires him to draft legislative bills and amendments and to testify before legislatures and regulatory agencies across the country.
He also has substantial experience in land use and project development, assisting clients with complex projects from inception through approval.
Andrew’s practice also includes political campaigns and election law. He has helped craft statewide public information campaigns, drafted successful local and state ballot measures, and advised on campaign finance and lobbying disclosure compliance. He also successfully defended a high-profile challenge to a local ballot measure involving term limits.
Andrew represents a number of trade associations and nonprofit organizations. He has helped these clients organize and obtain tax-exempt status, and regularly advises them on regulatory compliance and corporate issues.
Before joining Mayer Brown in 2005, Andrew served as a senior advisor to Congresswoman Zoe Lofgren of California’s 16th Congressional District. He currently serves on the Los Angeles Advisory Board of Facing History and Ourselves, a nonprofit organization dedicated to educating young people on issues of civic responsibility and tolerance. He also provides legal volunteer services for Bet Tzedek and the Alliance for Children’s Rights.
