Mayer Brown, a leading global law firm, announced today that former Federal Communications Commission (FCC) official Angela Giancarlo has joined its Washington, DC office as a partner in the Government & Global Trade practice, where she will focus on regulatory and compliance matters with respect to communications technology and services. During her eight years with the FCC, Ms. Giancarlo held several senior management positions, and, most recently, served as Chief of Staff and Senior Legal Advisor to Commissioner Robert McDowell.
Throughout her tenure at the FCC, Ms. Giancarlo played an integral role developing communications regulations and policies covering the wireless, media and broadband Internet sectors, including: auction and licensing rules for the 700 MHz spectrum band, media ownership, unlicensed use within the TV white spaces, public safety spectrum operations, promotion of wireless medical body area technologies, and universal service contribution reform. Additionally, she advised on the development of international policy matters and key proceedings as well as countless transactions involving satellite, media and wireless licenses.
“Angela is highly respected throughout the communications industry for her in-depth knowledge of telecommunications regulatory and policy matters, and she is an important addition to the firm’s capabilities in the communications space,” said Duane Layton, a co-leader of Mayer Brown’s worldwide Government & Global Trade practice. “Her experience in both the public and private sectors—especially her extensive work with US and European telecommunications regulators—will be an invaluable asset to the firm’s global clients.”
FCC Commissioner Robert M. McDowell stated: “As my Chief of Staff, Angela played an indispensable role in developing and establishing communications technology policies that have benefited our nation’s communications consumers. I wish her every success as she transitions to this next step in her career.”
Of her decision to join Mayer Brown, Ms. Giancarlo said, “Especially appealing to me is the firm’s outstanding reputation in handling government matters for a broad range of global clients facing complex regulatory challenges. I look forward to combining my substantive experience and strategic counsel with the firm’s talented group of lawyers to help clients navigate the communications regulatory landscape.”
Prior to joining the FCC, Ms. Giancarlo practiced telecommunications law in the Washington, DC office of Hogan & Hartson LLP, where she primarily advised clients on commercial and private wireless regulation, auction-related transactional matters and strategic planning on spectrum allocations. She began her career in the congressional office of former US Representative Jack Kemp (R-NY), serving in a number of capacities over the course of four years.
Ms. Giancarlo has authored several articles on spectrum and technology matters and is an active member of the Federal Communications Bar Association. She earned a JD from the Columbus School of Law at Catholic University of America and received a BA from Trinity College in Washington, DC.
